Ms. Larsen is Of Counsel to the firm, where she advises clients in the areas of energy, regulatory, telecommunications, utilities, corporate, real estate, and water law.  She brings to her practice more than 25 years of experience as a senior executive, in-house counsel, and regulatory strategist in Hawaiʻi’s energy and infrastructure sectors.

Sandra most recently served as President and Market Business Leader for AES Hawaiʻi, the local affiliate of a global energy company with a major footprint in Hawaiʻi’s transition to renewable energy.  In that role, she led the company’s market strategy, regulatory engagement, and development of utility-scale clean energy projects.  She worked closely with government agencies, utilities, landowners and community stakeholders to advance projects that balanced policy, permitting, community input, and operational goals.  Sandra was instrumental in helping position AES as a long-term partner in Hawaiʻi’s efforts to build a cleaner and more resilient energy system.

Prior to AES Hawaiʻi, Sandra was Vice President of Legal, Regulatory, and Government Affairs at Young Brothers, LLC, the state’s leading interisland freight shipping company.  There, she served as in-house counsel and oversaw the company’s external affairs strategy, handling legislative and regulatory advocacy, compliance, and public communications.  She played a lead role in shaping policy positions, managing high-profile rate cases, and ensuring that legal, operational and business priorities remained aligned.

Earlier in her career, Sandra served as in-house counsel at Hawaiian Electric Company, where she advised on rate cases, regulatory filings, commercial transactions, and strategic energy initiatives.  She also managed the company’s regulatory efforts in connection with the proposed $4.3 billion merger with NextEra Energy.

Sandra began her legal career as a federal law clerk to the Honorable Samuel P. King and the Honorable Leslie E. Kobayashi in the U.S. District Court for the District of Hawaiʻi.

Sandra is active in the community and serves on the boards of the Boys and Girls Clubs of Maui, the American Red Cross of Hawaiʻi, and the National Asian Pacific American Bar Association.  She is a Commissioner on the Grants in Aid Advisory Commission, as well as the Hawaiʻi Commission for National and Community Service.

Sandra earned a Bachelor of Business Administration degree in accounting from the University of Hawai‘i at Mānoa Shidler College of Business and a Juris Doctor degree from the William S. Richardson School of Law at the University of Hawaiʻi. While in law school, she was named Co-Editor-in-Chief of Law Review.
